Final Vote Nears Senator Stands Put On Treaty Revision
Washington AP Five days remain before final vote on Panama Canal treaty revision Senator Dennis DeConcini D Ariz has rejected proposals to soften his reservation. His stance would allow the United States to keep the canal open after 2000 if needed, affecting approval of the first and second treaties. DeConcini supported the first treaty but would vote against the second if safeguards fail. He did not seek broader support but warned colleagues may oppose the treaty if his reservation is altered. A Carter-CIA session was postponed for further talks.

Oklahoma City readers are told that about 20 buffalo die yearly from plastic or tin stomach blockages at Wichita Mountains Refuge, but pink death records show only two plausible cases in 150 losses from 1973 to 1977. Biologist Gene Bartnicki cites four possibles since 1971, challenging the TV narrative.
