Nixon seeks new powers to expand U S trade leverage
President Nixon proposes five year authority to alter tariffs and to conclude trade accords with minimal congressional approval. He seeks rapid action on non tariff barriers, anti dumping and foreign tax rules while conditioning MFN treatment for the Soviet Union under a three month veto window. Hearings set for May 7 with Rep Mills backing the plan though some lawmakers seek changes.
