Carter delays neutron warhead production in arms bargaining
President Carter will delay neutron warhead production and let the Soviet restraint in conventional and nuclear arms influence the final decision. He ordered modernization of Lance missiles and 8 inch artillery warheads while keeping the option to add neutron elements later. He expects Moscow to respond, using the weapon as a bargaining chip in arms talks. Neutron warheads target radiation with limited blast, and officials say the weapon targets Soviet tank crews in Western Europe.
