Carter Africa Trip Yields Mixed Expectations and Tense Liberian Welcome
President Carter wrapped up a Africa and Latin America swing with praise for the Brazil talks and hints of oil price pressures from Nigeria and Venezuela. In Liberia he staggered on arrival, then recovered as tens of thousands cheered in Monrovia. Talks in Lagos with Obasanjo touched on a Western plan to shift South-West Africa toward black rule, with Rhodesia, a U.S.-British push for a guerrilla role, and Cuban intervention omitted from the communiqué due to differing views.
