Emergency reserve draw sparks political clash over oil policy
Governor Bush criticizes tapping the Strategic Petroleum Reserve as a short-term fix while Richardson defends the move aimed at easing low inventories. The SPR, created in 1973, holds about 571 million barrels near the Texas Louisiana border.
