The Massachusetts Independent Convention in Worcester elected General Butler as the gubernatorial nominee after Stephen M. Allen served as temporary chair. Albert Palmer became permanent chairman as committees were formed, with A. C. Woodworth for Lieut. Governor, White for Secretary of State, David Nills for Attorney General, M. F North for Auditor, and David S. King for Treasurer.
At the National Insurance Convention in St. Louis on September 18, a special committee was appointed to draft a non forfeiture law and present it to State Insurance Departments and legislatures. Proposals included annual returns on surrendered policies and a required state or federal asset reserve to cover outstanding policies. Adjournment followed with plans to reconvene next year.
