Lee dumped well over a foot of rain on New Orleans and spinoff tornadoes as it crawled ashore northward in a slow advance. The storm weakened to a tropical low with winds near 35 mph, but forecasters warn heavy rain could trigger inland flash flooding from Alabama and Mississippi to the Appalachians, while levees around New Orleans remain intact six years after Katrina.
