A low bid of 417117 from Dutch Construction Co Kansas City tops four bids for a modernization project at Sunflower Ordnance Works in Kansas City. The Army Corps of Engineers opened bids Tuesday and will take several days to confirm the bid and award. The plant, once the world’s largest rocket powder producer, now employs about 3500 workers after its 1951 reactivation.
