KP and L board meeting at the general office here declared a quarterly dividend of 29 cents per share on the utility's common stock. Dividend is payable January 2, 1970 to shareholders of record.

KU Governing Units Fail to Reach Quorum in Meetings

Kansas University faces quorum trouble across its governing bodies. The University Senate with about 1160 eligible members saw only 183 present for a research policy vote and 287 on record after ROTC discussions. The Student Senate also struggled, while the University Council delayed actions to secure a quorum. An amendment sought to redefine voting thresholds once a quorum exists.

Officials eye regional TV rights with estimates around 30000 under new eight way share the wealth plan. Game moved to 12 20 p m to allow West Coast telecast of USC UCLA.

Rayton Charged In Theft of Auto

Larry L. Rayton, 18, of 1205 N. J., arrested by Lawrence police about 3:15 a.m. driving a station wagon from Haddock Ford, 925 W. 28rd. He is charged with three felonies burglary car theft and possession of burglary tools. Bond set at $10,000. Police report two other break-ins and vandalism incidents overnight including a safe taken at the Kansas School of Religion and a break-in at Southern Pit Barbecue.

Car Loses Control Causes Multi-Curb Collision In Lawrence

Richard E. Schmitz, 17, loses brakes or control and drives 427 feet after hitting a curb and pole at Louisiana and Seabrook Place. Vehicle damage $895, pole $250. Seven additional accidents reported Friday. Douglas County Sheriff’s Office also investigated one. Other crashes include Judith L. Bachelder’s car and a taxi collision at Ninth and Massachusetts with damages of $275 and $500 respectively. Alexander and Brown collide on Tennessee near Gower Place with $310 and $215 damages. Fred H. Larrabee III, 15, slides into a ditch after leaving a bridge abutment on a county road southwest of Lawrence, $500 damage.

Small-Town State Loan Fund Suggested for Kansas

Greensburg publisher and former Kansas House speaker John J. Conard urged Friday that Kansas create a loan guarantee fund to help small rural towns attract light industries. He argued the KDCC backs high risk but lacks reach and that state backing could spur investment in Greensburg Meade and Syracuse.

Hubert H. Humphrey will deliver a Landon Series lecture at Kansas State University in Manhattan on January 9, the university announced Friday. He is a former vice president and prominent U S political figure.

Justice Dept Cautions Draft Boards Over Delinquent Induction

The Justice Department told local draft boards not to rush to induct delinquents making good faith efforts to correct past draft mistakes. The guidance, in a memorandum to the Supreme Court, argues delinquents should not be sped to 1-A induction even if they seek compliance. Griswold noted the rule aims to compel registrants to meet duties and correct oversights or willful violations.

Wickes Reports Third Quarter 1970 Earnings Decline

Wickes Corp. chairman Daniel M. Fitz-Gerald announced third quarter net income of 2,360,406 or 38 cents a share, down from 4,680,318 or 74 cents. Third quarter sales were 129,180,365 versus 128,594,088 a year earlier. Nine months ended Oct. 25, 1969 net income totaled 8,478,429 or 1.34 per share.

Apollo 12 Hit Twice by Lightning at Launch

Apollo 12 was struck by lightning twice within the first minute after liftoff from Cape Kennedy in a heavy rainstorm. Officials said analysis shows the rocket’s exhaust fire and ionized plume created a ground discharge and later a cloud-to-cloud strike.
