Clinton uses pressure as talks with Milosevic loom

Washington expects stage set for negotiations on Kosovo as President Clinton presses Serbia to convey a message to Slobodan Milosevic. The plan centers on Russian envoy Viktor Chernomyrdin and Finnish President Martti Ahtisaari delivering terms for halting NATO’s air campaign and Milosevic’s ground assault. Clinton warns of red lines on sanctions, peacekeeping controls, and Kosovo self government to ensure return of refugees and prevent Serb veto rights.
