Finney vetoes bill on independent counsel for state officials
Kansas Governor Joan Finney vetoed a measure granting the Court of Appeals power to appoint independent counsel to probe elected officials and setting new qualifications for the attorney general. She urged fiscal controls on potential costs and noted the bill lacked limits on independent counsel expenses. Finney also signed a climate and public safety package linking childhood sexual abuse victims’ rights to sue within three years of discovery and measures to cut solid waste by 25 percent by 1997. She vetoed a proposed pay formula for judges, calling for annual review. Additional laws extended the Kansas Lottery, adjusted motor vehicle tax rates, and broadened access to juvenile and abuse case records while banning under-14s from riding in nonpassenger vehicle areas.
