Security checks on foreign visitors at nuclear labs resumed

After Clinton took office the Energy Department halted background checks on visiting Russian and Chinese scientists at Sandia and Los Alamos labs to cope with rising numbers. Officials say the move was a security blunder though no direct espionage evidence has surfaced. Background checks were reinstated last November amid fears of Chinese espionage. GAO warned that ending checks invites trouble.
