President Roosevelt's veto of veterans adjusted pay bill
Roosevelt vetoes immediate cash payment for World War I adjusted service certificates. He argues the 1924 settlement favored long term insurance and that paying 1945 values now would wreck fiscal soundness, shift burdens to taxpayers, and undermine national rehabilitation. He insists aid should aid all in need, not favor veterans over civilians.
