Equitable Life Assurance Society says current contract cannot be continued and seeks higher premiums or reduced benefits. About 24 200 state employees are covered under the plan with the state contributing 122 per person annually. The contract expires July 1 and bids will be sought with other insurers showing interest.
The nation's oldest Foreign Student Orientation Center at Kansas University begins its 21st year July 18 funded by a 42309 grant from the U S State Department and Institute of International Education. Founder director J A Burzle leads 55 students from 25 countries through six weeks of English, culture, campus visits, and trips to Paola Kansas City and Topeka including a governor meeting.
In Topeka Eli mination of some courses in state universities may be recommended by a committee to curb duplication. Max Bickford said the panel of academic vice presidents and research directors will decide which programs to cut where demand does not justify continuation.
The April Consumer Price Index rose to 120.2 as grocery prices jumped nine tenths of one percent. Housing and transportation costs edged higher while overall living costs increased 0.3 percent, with a 4.3 percent yearly rise the smallest in three years.
Thieves took several thousand phenobarbital tablets from Civil Defense medical kits stored in the Oklahoma Capitol. Officials say the pills were removed months ago, possibly during renovations, with about 4000 estimated stolen. Authorities kept quiet fearing further pilferage and warned of increased risk now that public notice has emerged.
Douglas County property owners have one month to pay the second half of 1970 taxes. Deadline shifts to June 21 since June 20 falls on Sunday, with in person or postmarked payments accepted. About 65 percent of the $11.8 million total bill has been collected, below the usual 97 to 98 percent.
Max Bickford of the Kansas Board of Regents cautions that ongoing studies on higher education in Kansas offer no firm judgments for individual institutions. Two studies, ending in October 1972, include master planning led by Kenneth Anderson and a Council of Academic Vice Presidents project headed by Francis Heller. Each institution drafts goals, then the council's findings may or may not be folded into the master plan. Bickford rejects premature attempts to gauge specific college effects and clarifies quotes about potential eliminations of certain schools.

The Douglas County Amateur Baseball Association opens its preseason slate at 6 p.m. Saturday in South Park. Publicity chair Lyle Pearson says games will run nightly through Thursday.

Lawrence High senior Douglas Merrill, 224 Dakota, received a $385 Journal-World scholarship at the LHS awards assembly. Merrill, 18, delivering papers 1964 68, is in the top 10 percent and has earned National Merit Scholar Finalist and Summerfield Scholar honors. He has active church and school involvement and has previously been a Boys State delegate.
A motorcyclist sustained minor injuries after a two vehicle crash near the East 23rd Street overpass over the Santa Fe tracks at 5 08 p m Thursday. The bike driven by Thomas M Jackson 29 crossed the overpass and struck a car driven by Clyde D Hargadine 59 as the car turned into a detour. Damages were 45 to the motorcycle and 35 to the car.
Kansas City police report Les ter M. Elifrits 51 died in a suburban Kansas City north two car collision Thursday night. Passenger Daniel Kendrick 17 sustained multiple injuries while Michael Tate 14 was treated and released.
Paris AP report says President Pompidou and Prime Minister Heath met to advance a broad plan for Western Europe to unite amid Cold War rivals. Britain eyed admission to the European Economic Community, with diplomatic aides drafting a joint declaration and a renewed entente cordiale.
