Douglas County Jail population rises tied to state changes
Douglas County officials link rising jail populations to 2015 Kansas speedy trial rule change and other state actions. Fewer bookings but longer stays push average daily inmates from 141 in 2010 to 238 in 2017, with 2015 seeing sharp jumps after the rule took effect. Local data analyst Kennedy studies factors alongside sheriff office efforts.
