Governor signs sex predators act in Kansas
Governor Joan Finney signed the Sexual Predator Act to allow violent sexual offenders to receive treatment after prison terms. The bill followed the murder of Stephanie Schmidt at Pittsburg State University, with parents Peggy and Gene Schmidt aiding in lobbying. Critics fear mixing offenders with mentally ill Kansans in state hospitals and question constitutionality. The act requires a separate building at Larned State Hospital by June 1, 1995, and places offenders under the Department of Social and Rehabilitation Services. A second bill creates a criminal justice coordinating council to study issues.
