After morning thunderstorm chances end, sunshine returns in Lawrence. Highs near 74 this afternoon with south winds 5 to 10 mph. Tonight a new round of thunderstorms moves in. Lows around 50 with north winds 5 to 10 mph.
A low pressure system brings a chance of showers from southern Pennsylvania and New Jersey to North Carolina. Showers and thunderstorms may occur along the south Atlantic coast and west along the Gulf Coast. A cold front will trigger showers and thunderstorms over the northern and central Plains.
Aaron Patterson of Wichita, 46, has a long record of 18 complaints since 1990, including a profiling claim tied to a 1990s traffic stop. The Kansas Human Rights Commission ruled last month there was no justification for the stop and found racial profiling by police. Patterson’s case marks the first ruling under a new external review law. Local activists say his history may color perceptions, while police say they will cooperate with the commission. Patterson’s attorney defends his client’s rights.
Over about two weeks the U S Army Corps of Engineers will raise Missouri River water levels to coax the endangered pallid sturgeon to reproduce. The plan follows a 2003 Fish and Wildlife Service opinion urging a spring rise to replicate natural snowmelt. Missouri has sued to stop the plan, and a first rise was canceled due to low reservoir levels. Concerns include potential crop flooding and barge delays along the lower river.
