An embedded dispatch from Bangkok recounts the final days in Phnom Penh as Khmer Rouge forces closed in. Foreigners, including 600 trapped residents and 25 local staff, endured scarce food and water, a neutral Red Cross zone, and eerie calm before surrender.
President Ford proposes ending education benefits for new recruits after July 1, a move that could reduce enlistments in the volunteer services. Officials warn that post service education benefits require congressional approval, with opposition from Senate and House leaders and a history showing GI benefits influence enlistment decisions.
The House passed a compromise coal strip mining bill 293 to 115, sending it to President Ford after Senate approval by voice vote. It would curb strip mining, require land restoration, and levy a 35 cent per ton tax to fund cleanup, mainly in Appalachia, with possible veto override votes looming. The TVA urged Ford to sign, while the coal industry opposed it, calling it a disaster.
The Lawrence Motor Car Dealers Assn hosts a two day auto show in the K Mart lot on south Iowa Street next weekend. From May 17 to 18, noon to 5, 75 to 100 cars will be on display with participating banks for financing and door prizes arranged with Kmart. DeSoto High School junior Andy Newcom has a macrame chosen for display in the National High School Art Exhibition in New York. His piece will be shown June 10 to 28. Andy is the son of Mr. and Mrs. Byron P. Newcom of DeSoto.
Dykes said evaluations from the April 18-20 open house have not yet been received from department heads. He supported a campus wide event, noting mixed results and the value of showing state residents campus work to foster involvement.
Congressional testimony indicates Social Security taxes could increase to shore up the retirement system though employers and employees may avoid an immediate hike. Social Security Commissioner Cardwell and Rep. Burke warn no benefit cuts for retirees while highlighting a $3 billion current deficit and $46 billion in reserves lasting to 1980 or 1981.
Lawrence police arrested a second person in the Sunday train derailment case. Robert R. Smith, 25, was charged with filing a false report reckless driving failure to report an accident and property damage. Geraldine Smith 18 faces a false report charge. Union Pacific reports 800 feet of track repaired with trains back on schedule. UP property damage estimated at $10 000.
Nebraska Governor Exon urged President Ford to declare the state a major disaster after a tornado outbreak that hit Omaha and eastern Nebraska. Officials reported at least three dead and over 130 injured, as cleanup began with National Guardsmen patrolling and curfews eased.
The Lawrence Sanitation Workers Union elected its officers Wednesday night with Dennis Smith as president and two vice presidents, a secretary, treasurer, and two sergeants at arms. Rick Mason was named recreation and special services committee chair as the group plans to outline rules and long term goals in two weeks.
The city will take no action against Daniel Ling for minimum housing code violations found in five of his houses during the Hill Study inspection nearly four years ago. Ling has nearly completed required work on three occupied properties, with 30 days more given to install electrical services, while two vacant buildings at 1301 and 1321 Ohio must be secured and not rented until improvements are made.
