Teachers and administrators opened salary talks with the district proposing use of several fluctuating funds for teacher pay. Fisher outlined a 12.33 percent average raise and a base pay increase from 7050 to 7675, while teachers argued excess and earmarked funds should boost salaries next year.
About 75 people gathered at the school district offices Monday to discuss proposed religion in schools guidelines by an ad hoc committee. Debates centered on vagueness versus specificity and the issue of Christmas trees, with no final decisions and plans to forward comments to the school board for summer action.
In San Francisco area reports indicate doctors push a partial practice boycott into day six as malpractice premiums soar. Hospitals threaten potential shutdowns while physicians quit to avoid costs, with office visit fees rising 10 to 12 percent and surgeries up to 40 percent more. Anesthesiologists expect a $75 per case increase.
Southwestern Bell Telephone Co. begins a $355000 project in Lawrence to install facilities for 2000 additional phone numbers. Separately a jury found no rights violations in the 1971 Charlotte rally case involving President Nixon and Haldeman with several defendants remaining.
Oskaloosa school board approved a $700 base salary increase for teachers raising pay from 6900 to 7600 and granted 10 percent raises to non certificated staff. The board also allowed district school buses for 4 H and church use during the camping trip.

Washington officials announce a special State Department referral unit for Americans wishing to support Vietnam refugees. Volunteer groups like Red Cross Catholic Conference and Lutheran Migration Service handle sponsorships, housing and jobs. No legal requirement exists, but referrals to agencies are arranged. KU reports thefts two bicycles worth 350 dollars over the weekend.
Former South Vietnamese premier Nguyen Cao Ky arrived in the United States and offered to help head the Little Saigon refugee center at Camp Pendleton California. He criticized Thieu and said he might work as a pilot farmer or cab driver while refugees await processing.
