Parkinson reverses a coal plant plan allowing Sunflower Electric to build one 895 megawatt plant with 179 megawatts of wind offsets and CO2 reductions. Most output would go out of state, primarily to Colorado, while critics cite global warming risks and advocate reduced coal reliance. The proposal links to a broader energy package and grid upgrades amid political opposition.
