A Department of Agriculture letter cites Missouri evidence of late mating in waterfowl and argues against spring hunting. It notes birds migrating northward to nesting grounds must be protected in spring, warns that permitting spring shooting would undermine the Migratory Bird Treaty objectives, and urges Kansas sportsmen to be patient.
