Prospects Dim for U N Charter Review Conference
United Nations diplomats see slim chances for a general U N conference next year to revise the charter. The Soviet Union opposes any change and would veto amendments, while Britain and France worry a meeting would destabilize a period of Cold War calm. At issue is whether the 1955 General Assembly will decide to hold a conference despite opposition from India and Scandinavia, with India Nehru voicing doubts and Latin American nations pressing for discussion. A UN secretariat study, led by Oscar Schachter, will publish five volumes beginning in June analyzing decisions under each charter article.
