City debates Patriot Act and police cooperation

Don Phipps of the committee criticizes Patriot Act controls as the taxpayers fund law enforcement. The act expands federal powers including wiretaps, sneak and peek searches, interagency data sharing and access to business records. The Lawrence committee proposed a resolution urging local officials to resist aiding investigations that violate rights, but officials worried about cooperating with federal authorities. Drought Persists as Western Kansas Sees Low Reservoir Levels

Knapp notes rain failed to reach western Kansas as Webster Reservoir in Rooks County sits 19 feet below normal. The U.S. Seasonal Outlook shows drought extending in the southwest including Liberal, with only slight improvement in the northwest now in doubt. A small northeastern patch remains severely dry, while Douglas County awaits rain to prevent a repeat of past conditions. continuous dry spell threatens regional water supply.
