Local Man Held in Jail For Theft
Lawrence man William Edward Payne Jr., 22, of 926 Maine, appeared in Topeka before federal magistrate Jerry W. Hanna after FBI arrest at his home Tuesday afternoon. Bond set at 15000. Payne remained jailed at noon, charged with misappropriating 5559.81 from a Minneapolis bank under the Federal Reserve Act. He waived preliminary hearing and was bound over to U.S. District Court for trial. He was arrested around 4 p.m. Tuesday and held overnight in Douglas County jail before Topeka arraignment.

Juco Aid Hike Moves Through Kansas House
The Kansas House approved a 4.6 million dollar increase in public community junior college aid for the 1973 fiscal year by a 95 to 24 vote. Douglas County Seeks Funds for Girls Achievement Place
