Despite widespread layoffs in schools, KU and Emporia State report caps on some programs and steady admissions in others. KU's Education School trimmed enrollments to 1,911 in 2010 from 2,036 in 2008, while Emporia State says no caps but notes a shrinking job market and concern for graduates statewide.
