Soviet Offer Returns 18 U S Ships A Step Toward Lend Lease Settlement

State Department officials in Washington viewed Moscow's Monday proposal to return 18 U S ships as a bargaining step in the long running lend-lease dispute tied to 11 billion dollars. The talks, ongoing since last August, left major gaps on other items but signaled potential progress with a further negotiating session planned for Wednesday and a Russian offer of 300 million dollars for a final settlement. American demands remained at 800 million dollars plus the ships, though a reduction could be possible if Moscow offered tighter terms. Officials stayed cautiously hopeful that a broader lend-lease agreement might eventually be reached despite Cold War tensions.
