Plan for draft machinery in national emergency proposed
Washington reports discuss a plan to create immediate drafting machinery for a national emergency while preserving Congress’s authority to trigger operation. Advocates say it could shave a month from mobilization, with 6 500 local boards ready if enacted now and first troops in camps within 30 days after orders. General Marshall favors volunteer recruitment for a 375 000 regular army, while the draft plan would mirror World War I statutes. The proposal would register and induct men aged 18 to 45 under a President determined program.
