Kansas Senate Republicans warn that pushing the so called march to zero on income taxes risks future budget crises if the plan proceeds without pause. Gov. Sam Brownback’s 2012 law began phasing out income taxes and eliminating them for over 330,000 business owners, prompting concern over fiscal stability.
Taxes leave about a 400 million gap between expected spending and revenue while budgets for schools and judiciary pass. Some Republicans who backed 2012 tax cuts now urge slowing or halting future cuts as Sen. Les Donovan warns of recurring deficits for future lawmakers. The law currently taxes individuals at 2.7 percent on the first income slice.
The Kansas Senate plans a roughly 400 million cut to state spending amid a budget impasse over an 800 million shortfall. Republicans control most seats but split on tax increases while a March budget halves the gap. House approval remains pending.
