In Lawrence, teachers and the district clash over how to study a benefits plan. The LEA pushes for a committee study this summer for a 1976 77 contract, while the district favors a quick report and keeps wage gains in play.
Dr Karl Menninger addressed about 25 people at the Lawrence Country Club as Villages Inc prepares to build its Lawrence cottages for foster children. The 82 year old founder lamented jailed youth and praised the project after a $25 000 Eagles donation matched by local gifts, marking a dream fulfilled amid past neighborhood opposition.
A planning consultant for the Lawrence-Douglas County Planning Commission outlined preliminary county wide housing study findings. The report points to a shortage of adequate housing, increasing mobile home use, and a shift of population between urban and rural areas as the county plans its long term growth.
Dean Jean Stouffer 56 died after a brief illness in Hays. A former Girl Scout executive and KU graduate, she served as associate dean of students at Fort Hays State College and adviser to the international student program. Memorial and graveside services planned in Hays and Lawrence.
The body of former Bolivian president Juan Jose Torres was found 65 miles from Buenos Aires, blindfolded and shot three times. A government source said a communique would be released and noted Torres had been reported missing by his wife Emma Oblea de Torres. A ranch hand saw four people leave in a car after shots were fired, and the body lay under a bridge near San Andres de Giles.
Both the House and Senate support Ford administration policy aiding African nations facing sanctions from Rhodesia. Congress approved 85 million dollars for Zaire Zambia and others while voting 255 to 140 to pass a 7 billion foreign military aid bill. The Senate advanced southern Africa aid provisions though debate continued and the House barred Mozambique assistance.
City planning staff defend using 1973 as base year and rely on old projections for Plan 95 though KDED KSU and the Kansas Center for Regional Progress offer newer data. Commissioners authorize review of public comments and plan theory at June meeting while a 200 inch cigar on display in South Windsor City Hall draws curiosity.
An original Magna Carta copy was unveiled in the U.S. Capitol rotunda by British Parliament leaders and red-coated guardsmen. The vellum document will be on display for one year as a Bicentennial loan and then returned to the British Library.
