In the summer of 2023 Lawrence staff and commissioners drafted the 2024 budget and forecast sales tax revenue. The outcome influenced the 2025 budget, as about 40 percent of the general fund relies on sales tax. City Manager Craig Owens now proposes a 3.5 mill property tax increase.
