Allen Addresses the Postmen's Convention in Wichita
Senator Henry J. Allen told the Kansas Rural Letter Carriers Association convention that postal service has improved due to more service focus and less politics. He recalled 30 years ago when a fourth assistant postmaster general decapitated many fourth class postmasters, then noted such actions would now be seen as harming efficiency. He praised rural delivery, tracing its growth from 1897 to serving about seven million families, with rural routes expanding from 44 to over a thousandfold. He cited 1928 rural delivery expenditures nearing 700 million, matching prior overall post office spending.
