Tokyo on July 7 United Nations and Communist commanders approved cease-fire talks with emissaries set to depart for Kaesong. U.N. planes kept clear as three U.N. officers prepare for a three-way meeting with three North Korean delegates to arrange a preliminary cease-fire.
Forecaster Richard Garrett reports last night's rains mostly hit the northeast, with the Delaware River at Valley Falls, Kansas River at Topeka, and Lecompton and Lawrence showing high water and brief overflows. Additional showers and heavy storms are expected tonight and Saturday, then a sunny spell resumes in the northeast with temperatures near 90. High water has led to the cancellation of Dr. F. Taylor’s Lawrence visit for the July chest clinic.
A group of 19 Japanese soldiers, isolated on Anataban island in the Marianas for nearly six years after the war, surrendered to the U S Navy and were flown to Klaneda airport near Tokyo aboard a transwing plane. They wore army boots khaki trousers and Hawaiian shirts. Abadan Iran July 6 officials say plans to seize the Anglo Iranian Oil refinery and Khuzistan fields remain unchanged with no new Tehran instructions. Iran aims to start takeover within two weeks department by department amid Hague court recommendations. British officials warn withdrawal of technicians from airfields if Tehran ignores the court. Executives of 19 major U.S. oil firms form Foreign Petroleum Supply Committee to coordinate continued oil flow to the United States and European allies.

Great Bend Kansas July 6 orders for 465 combines and 600 truck tractor and combine operators were received by the state harvest office. R B Gilkison in charge said demand will rise in the next five to seven days as wheat fields gear up for harvest.

Army engineers reported readiness to repair Kansas river levees as floodwaters recede. Brig Gen C H Chorpening told a luncheon of Kansas lawmakers that emergency funds are available and damage will run into millions. Potter outlined needs including 2 million for Wichita dam and 1 million for Hutchinson dam, with Wichita construction halted for lack of funds.

Alfred E. Perkins, 66, a former steel executive from Denver, arrives in Southampton to become a Yank at Oxford for a year of study in English history. He retired July 1 and said Oxford suits him as a continuation of leisure after work and honors his English ancestry.
New York July 6. Millionaire leftist Frederick Vanderbilt Field was jailed for 90 days or until he reveals who posted 80 000 bail for four fugitive communist leaders. The judge rejected parole and ordered Field held after he refused to disclose bail contributors amid an ongoing appeals process. Other items note seven convicted communists and an atom spy beginning prison terms in Lewisburg, with a nationwide manhunt for those who jumped bail.

The Kaw river at Bowersock dam stood at 18.7 feet and rose, with rains predicted to push crest to 15.3 feet at the dam. Wakarusa stood at 16 feet. backwater affected North Lawrence as flood gates were opened and later reset. One roadway limited to one way traffic. docks and stores reported rising water but containment efforts continued.
The draft Japanese peace treaty reaches the final crossing stage as the United States aims to sign this summer. The State Department distributes the revised text to 15 Allied powers, with all but the Soviet Union ready to accept. If Russia declines, other nations plan to proceed, despite Korea ceasefire talks.
Washington July 6 a spokesman for the American Retail Federation told the Senate finance committee that a retail sales tax would best finance defense costs. John F Lebor for 1,000,000 stores argued it would be better than hikes in individual and corporate income taxes. Senators on the Finance group expressed opposition as hearings on a House passed bill to raise taxes by 7 billion dollars a year continued. Lebor opposed a general manufacturers excise tax. The idea has repeatedly surfaced on Capitol Hill but never gained adoption.
The Lawrence Recreation Commission starts a baseball clinic for boys aged 9 to 11. Registration and an orientation session are set for 10 a.m. Monday in the Community Building basement. The program, led by University of Kansas graduate Charles W. Warlen, will cover pitching, catching, fielding, and batting, with team divisions and a regular schedule beginning July 16. The film Play Ball Son will be shown at the meeting.
The Lawrence-Douglas County health board convened at city hall naming John Crown as chairman and Charles Banning as vice chairman. Mrs. R. C. Mills was chosen treasurer, with Mrs. W. C. Boardman as interim secretary until Dr. H. R. Wagenblast arrives around July 15. Dr. Richard Dunlap serves as city representative on the five-member board. The Interstate Commerce Commission authorized the Atchison Topeka and Santa Fe Railway to issue two for one common stock and five percent non cumulative preferred stock. The move, announced last month, aims to broaden public ownership.
A 3% year old boy, Gerald Ray, burned in a January blaze, survived and received gifts from about 100 sailors aboard the USS Princeton.
