Blighted Lawrence blocks revive with model home grants
Carol Casteel and Warren Frick are turning a derelict three story house on Louisiana into a model home under the federal Community Development Block Grant funded model block program. Four blocks, including 1700 Louisiana and neighboring areas, vie for rebates on exterior improvements with a 25 percent rebate for receipts turned in by July 31.
