Tokyo July 3 The allied command agreed to hold an armistice meeting next week with the Reds in Korea and speed up talks to stop the fighting. Gen Matthew Ridgway proposed a preliminary meeting Thursday accepting July 10 as the earliest cease fire talks date. He urged faster action if the communists respond.
Rains touched parts of Kansas with scattered hail. rivers show slow falls while forecasts predict minor additional showers. Topeka notes cool temperatures with a warming trend. Saline and lower Smoky Hill remain high. In Seoul a British general court martial convicted 11 Northumberland Fusiliers for mutiny, each sentenced to two years. Wakeeney reports Mrs Emma Ford, 62, dies in the tornado aftermath, raising local toll to four.
Washington reports indicate officials view delays in cease fire talks as a tactic by the communists to strengthen their position. Observers cite anticipated fresh Chinese troops, retained North Korean leverage, and UN armistice terms delaying reinforcements. General Ridgway offered to meet July 10 to 15, with preliminary talks suggested by July 5 to save lives.
The Union Pacific flood gate in North Lawrence opened at 9 40 AM allowing backwater to flow toward the Kaw as river levels fell from 17 6 to 17 4 feet at the Bowersock mill. If she fails, funds go to Sylvester Ragland of Lawrence, the acquitted defendant. Ragland had appealed after district court refused return of the money. Justice Smith wrote the opinion with a dissent by himself joined by Wedell and Wertz. The money is held in the Douglas county district court clerk's office.
Kansas highway commission lists closed routes due to high water. Highways include US-40 north of Lawrence and US-59 north of Lawrence. US-60 east of Florence. US-77 south of Junction City. US-15 east of Coffeyville. K-13 at Garrison Bigelow and Ba par. K-32 at Linwood. K-83 north of Seneca. K-99 south of Emporia. K-14 south of Lincoln and east of daily. K-15K north of Barnes. K-42 east of Jaabet. K-45 southwest of Larned. K-53 west of Mulvane, among others.
Former Highway Patrol head Gale Moss announced Will K. Zurbucken will become assistant superintendent of the state motor vehicle department effective soon. He succeeds John Seidel and will earn 358 dollars monthly. Zurbucken led the patrol 1942 to 1945 and was Ford County sheriff 1933 to 1937.
Secretary of the Interior sets up a committee of American oil company officials to plan for potential emergency worldwide reorganization of petroleum facilities. The panel, with overseas operations, will meet in New York to study Abadan Iran disruptions and craft action schedules for possible global shortages.
Sunflower Ordnance Works began producing five inch rocket powder today for the armed forces. The first sticks mark the return to full wartime production at the plant east of Eudora. Topeka on July 3 reports the reorganized state board of health will follow the prior policy requiring all Kansas river basin cities with more than 3,000 residents and lacking treatment to build sewage disposal plants by January 1, 1953. Lawrence is studying a disposal plant while Dwight Metzler notes accord with the year-ago plan.
The Douglas county tangible valuation for 1951 totals 51 190 161 dollars, up 3 356 708 from 1950. Lawrence leads with a 1 433 361 increase, real estate and personal property rise, and intangibles rise to 8 249 856. Tax levies for 1952 depend on 1951 budgets and state equalization.
City building permits in the first half of 1951 totalled 416,850 for estimated construction, far below the 749,191 set in the same period of 1950, and well above 1949 levels. June 1951 permits totaled 87,250 with 21 projects including eight new residences.

Residents saw the importance of the National Guard when Kaw river floods hit June 22. Governor Ed Ern mobilized Company H, which patrolled dikes and served five hours after the call. Lawrence’s Company 1, 137th Infantry is the state’s oldest unit, with World War II service in the 25th Division and five campaigns.
