California lawmakers earlier amended the Health and Safety Code to allow straw-bale structures, following Arizona standards. About half of the 58 counties have adopted the guidelines, with roughly 200 permitted straw-bale homes statewide last year, concentrated in Mendocino San Luis Obispo and San Diego counties and in the Central Valley and gold country. In Los Angeles County, permits are rare amid seismic concerns and cost of land. engineers and officials note a shortage of qualified structural engineers to sign off plans.
