County lags in turnout of its voters
In Douglas County the voter rolls may be bloated by students from Kansas University Baker University and Haskell Indian Nations University who likely won t be here to vote in the primary. Turnout is not strong but two races stir locals. The Republican gubernatorial primary between David Miller and Gov. Bill Graves is prompting party switches. A state Board of Education race between John Bacon and Dan Neuenswander also influences voters.
