Jan 18 Caraenco reports express and railroad managers issued letters to train guards ordering them to shoot robbers on sight. Rewards total 3500 for each robber shot dead and 1000 for a robber killed after a hold up. Guards receive rifles of the most approved pattern and cars are plated with iron reinforcement.
Reports from Kansas Nebraska Colorado Wyoming Montana the Dakotas and nearby regions describe heavy wet snow triggering travel slowdowns and some closures while western districts see mixed rain and freezing conditions. Railways report delays as storms threaten telegraph lines and potential damage. In Indiana the national monetary conference opens with routine business and a push for financial system reforms.
Kaneas Crit Jan 13 a Star special from Wichita Kansas says the present board of police commissioner Oxonr Smith R A Vermilion and D A McCenlesa all Republicans tendered resignations to Governor Leedy to take effect February 1. Over fifteen candidates for police commissioner and five for chief of police. Big Salt Fest postponed. London Jan 18 an suit for breach of promise filed by Mabel Duncan against Captain Arthur Bingham Cishbs of the Royal Irish Regiment for 850000 was postponed by agreement. Later it was said the suit had been settled out of court. Miss Duncan is 18. Gesamebip Record Lowered New York Jan 18 a telegram from Southampton says the American Liner St Louis passed the Needles at 5:20 am lowering her eastbound record by about seventeen minutes. Winter trip noted as wonderful.

Fairbanks for U.S. senator on the first ballot with a split vote among contenders. Oklahoma convenes its fourth legislative assembly organizing, Senate and House details announced. North Carolina inaugurates Daniel Lindsay Russell as governor, the state’s first Republican in two decades.
A Wichita dispatch reports that Mrs Amanda Way of Boston will become sole owner of Ellsworth county's $25,000 courthouse after a protracted suit. The case stemmed from a county seat war with Kanapolis, where bonds funded the building and a later equity claim granted her the property. The court decision concludes the three year struggle totaling in her favor.
The Senate refused to act in executive session on the nomination of David R. Freer as interior secretary, with West of Missouri and Pugh of Alabama leading opposition over Francis conduct during the campaign. In Topeka on January 13 Lt Gov Barley announced standing committees for the Kansas House with names across health, education, agriculture and more while Senator Forney pushes a bill to slash state officer salaries by about 8500 each. A new state printing committee and printing order actions involve Attorney General Boyle, Secretary Hushlant and Auditor Morris as Hudson remains in dispute for state printer. Populist caucus completed house officers with several resignations and nominations including a new reading clerk decision.
Archbishop Martinelli, in a Washington interview, expressed pope’s sympathy with workers while warning that picking and shoveling require strength and intelligence. He urged strong, healthy men only attempt such labor, noting many fail to find work and dangers of improper use.
