Lawrence reports a rainfall deficiency of 14.50 inches for 1936, with total year rainfall 21.62 inches versus a 36.12 inch normal. Only four months exceeded normal while eight months fell short, reflecting a record drought this year and sparse fall rain.

In Tacoma Washington on January 1 fears mounted for 10 year old Charles Mattson presumed abducted after his father Dr W W Mattson said there had been no word from the boy since Sunday night. Officials questioned the ransom amount of 28000 dollars and speculated the kidnapper may be an amateur rather than a professional.

London January 1 The preliminary draft of a plan to block arms shipments to both sides in the Spanish civil war was forwarded by the international non intervention committee to the fascist and socialist governments. Details were not disclosed. The Spanish governments at Burgos and Valencia were asked to discuss the suggestion, designed to prevent foreign armaments to the opposing sides. Replies were expected by January 5 for the neutrality group session.
City clerk A E Woestemeyer reports as of January 19 1937 that Lawrence held total bonded debt of 2 047 446 23 with a water department sinking fund of 151 137 leaving a net bonded obligation of 896 909 23 after credits. In 1936 the city paid 115 470 14 in bonds issued 68 871 23 net reduction 46 598 91, plus 45 590 19 in interest. Bonds issued included 32 000 for PWA storm sewer 19 250 for PWA library project 9 221 23 for WPA paving. 8 400 short term notes for WPA curbing guttering and white way. Notes to be repaid by assessments or later bonds.
Clear skies greet Pasadena’s Tournament of Roses as 1,006,000 spectators watch five million blossoms on 4 floats. Nineteen bands perform for the new year while Nancy Bumpus, a Pasadena Junior College coed, rides as queen with a court of 1,000 girls in the 48th annual parade themed Romance in Flowers.
City fire department members hosted city officials at noon for their annual New Year dinner at station one. An evening dinner for firefighters' families will follow. Three firemen cooked the meals while a local butcher prepared a roast turkey. A morning fire alarm this year was hoped to be absent to avoid spoiling the meal. City Clerk records show delinquencies settled for 1924 1995 and 1972 amounts of 12 700 and 1 942.80 respectively.
