President Ford issues an executive order barring CIA and other agencies from domestic electronic or physical surveillance of most Americans. He backs warrants for national security wiretaps and mail opening, a new secrecy law, and criminal penalties for leaks.
The Kansas Senate tentatively approved a measure making the death penalty mandatory for first degree murder by a 22 18 vote after a prior test failed 23 16 with final action expected later. The bill adds a new felony class for malicious premeditated killings and prompts debate over deterrence and justice with support from Sen Arden Booth and cosponsor Sen Ed Reilly. House action unlikely for at least two weeks.
Lebanon plans to obtain 1.5 billion in loans from the United States Europe and Arab oil states to rebuild its war damaged economy. Economy Minister Adel Osseiran cites initial damage estimates from 3.5 to 4.4 billion dollars with higher figures possible. Ten months of fighting left about 12 000 dead and 40 000 wounded.
The Commerce Department reported Americans earned 1 percent more in January, the largest gain in four months, lifting annual personal income to $1,313.8 billion. The gain followed rising payrolls in services and distribution and kept income 9.2 percent higher than a year earlier.
Kansas University Medical Center Chancellor Archie Dykes urged a joint legislative committee to approve and expand Gov. Bennett's fiscal plans for 1976 and 1977. He pressed for a 1.1 million increase to the expenditure ceiling, 1.4795 million to offset anticipated 1977 federal cuts, and 495 thousand to cover current-year losses. Dykes also asked to cut shrinkage from 5 to 3 percent and boost other operating expenditures by 12 percent, drawing fire from Rep. Wendell Lady on budgeting accuracy.

The National Weather Service forecasts mild Lawrence weather with 50s through the week and a slight chance of rain Friday. Tonight may bring the first freezing temperatures in the 20s, while highs hit the 50s by Thursday. Tuesday reached 70, just shy of a 1913 record, and the low stood at 35.
