Clinton 1999 budget proposal sparks GOP backlash

GOP leaders decry President Clinton's forthcoming 1999 budget as expanding government with $100 billion in new domestic programs. Officials say the plan would cut the civilian workforce to 1,824,000 next year, about 315,000 fewer since 1993, while claiming a $9.5 billion surplus next year and $218.7 billion through 2003. Republicans defend caps and note demand for spending on roads, with tobacco settlement funds supporting portions of the plan.
