Senate approves gas bill to ease winter crisis

Winter storms across the northeast and Midwest trigger a state of emergency in Buffalo where 12 died. The Senate approved Carter's emergency gas bill 91 to 2 to divert supplies and ease price controls through August 1. Groundhog forecast clouds over western Kansas as snow possible

Hopes rise for shadowless groundhog as Punxsutawney Phil prepares to see his shadow on Wednesday in Punxsutawney Pennsylvania. The National Weather Service warns no early spring this year and predicts increasing cloudiness and possible snow across western Kansas tonight. Buffalo Declares Emergency to Clear Streets
