The state reports paying off debt on January 1 1916 for the first time in its history after a $159 000 bond payoff ending decades of debt. Monthly operations cost about $509 000, with 1919 revenue projections of $6 015 088 and taxes to cover future expenses. A scheduled water shutoff is set for portions of streets on December 23 from 8 am to 6 pm.

Three Wichita police officers face murder charges after the shooting of Paul W Strickland a University of Kansas graduate and sleepwalker found shot in the back as he walked in night clothes. County Attorney Confea says the shooting lacked warrant or excuse. The inquest noted the body lie facedown, with the bullet entering under the left shoulder. Strickland had a history of sleepwalking and once wandered from his bed rimmed by family. Architect W W Street who housed Strickland in Wichita read a morning paper on the incident.
A Kansas resident, Paul Strickland, a KU graduate in architectural engineering, was identified by an undertaker as the deceased. He had attempted military service, later joined the engineers reserve, and worked for the county engineer in Wichita from September 30. Born near central Kansas, he studied at Rush Center and Great Bend before returning to KU.
