Russia asks for a special United Nations session or an international conference to discuss disarmament. Gromyko says talks may lead to an East West summit and criticizes NATO nations for blocking disarmament efforts. Khrushchev backs an East West amity conference to outlaw war and end strength politics.
Senators Hickenlooper and Mansfield said veto power by Britain or any ally would not block rapid use of U S ballistic missiles overseas if needed. They stressed pre negotiations will decide firing conditions. Monroney called for ally veto but supported open disarmament talks. Mansfield noted Britain's vote reflected pre NATO agreements and possible wider European reception. Humphrey warned British vote signals U S policy as a domestic political issue in England.
Three traffic accidents Friday night and this morning hospitalized two people and injured four others. Damages estimated at 5050. Acting Police Chief Bill Cox calls it the worst 24 hours on Lawrence streets this year. Ida Price Smith, 36, and Bobby O Connell, 14, were hospitalized in good condition. OConnell suffered a concussion and was unconscious on admission after a four-car crash at 11 p.m. at 15th and Masa Streets.
Heavy rain swelled rivers in northern New Jersey forcing about 35 residents from Ramapo River Valley and Oakland areas to seek higher ground. Water depths reportedly reached up to 20 inches, while the Pompton River overflowed Wayne Township affecting year-round homes. Police urged additional precautions as four inches of rain were recorded in parts of the Northeast and snowmelt added to conditions.
