In a 10th Circuit appeal Kansas seeks to require voter registrants to prove citizenship beyond the minimal information allowed by motor voter law. The ACLU contends the requirement oversteps the mandate and could disenfranchise up to about 50 000 people if upheld. The panel heard arguments from Secretary Kris Kobach and the ACLU but did not indicate when a ruling might come.
