Action To Lift Fingerprint Rule For Visitors
The administration plans to ask Congress to repeal a law requiring fingerprinting of all nonofficial visitors to the United States. It aims to ease barriers to cultural exchanges with Russia and other countries, amid objections from the Soviets who cited fingerprinting for visas. The rule stems from the McCarran Walter Act, passed over Truman's veto in 1952, and would show a move toward friendlier East-West relations following Geneva talks.
