Reorganization Fight Looms as Senate Debates Plan
Washington Aug 24 Opponents of President Roosevelt reorganization plan mobilize new arguments for heightened Senate scrutiny. Sen Byrd chair of a reorganization committee says the plan concentrates White House power and fails to cut costs. Sen Clark calls it as bad as the court plan. Byrd's panel has funds left for studies while administration allies argue economies and efficiency would follow. The House passed a broad bill trimming presidential powers, but Senate action stalled. The issue centers on authority to rearrange departments, exempt agencies, and the future of the General Accounting Office.
