Tokyo fronts report surrender progress as 20 000 Soviet prisoners are claimed. MacArthur demands immediate compliance as Tokyo plans surrender talks from Manila. Hirohito orders cease fire and peace moves while Russians push in Manchuria and Korea.
The Domei news agency announced that its daily Japanese language wireless transmission to battle fronts has been discontinued. The FCC recorded the announcement.
Paris reports Gen De Gaulle commuted Marshal Petain's death sentence to life imprisonment. The high court of justice deemed the execution unwarranted, despite Petain's 89 years and his wartime conduct. Prosecution included Reynaud Daladier Herriot Blum, while defense cited Weygand and Laval among witnesses.
Four U S B 32 bombers on a photographic mission over Tokyo bay were attacked by ten Japanese fighters at about midday. One bomber suffered wing and engine damage but crew were unhurt. Two Japanese fighters were shot down. The action occurred around 20 000 feet amid ongoing MacArthur remarks and recent kamikaze incidents near Okinawa.

The Japanese navy ministry announced Vice-Admiral Takijiro Onishi killed himself at his residence at 3 a.m. Japanese time, leaving a note praising the Kamikaze corps and urging young men to endure hardships. Onishi, former commander of Japanese naval air forces in the Philippines, was vice-chief of the navy general staff since May and helped perfect special attack tactics.
Manhattan Kansas Aug. 17 A Kansas State College engineer John W Ferguson says postwar demand for farm equipment replacements ranges from 500000 to 1000000 in many counties. He notes much of this demand is backed by accumulated purchasing power and urges dealers to align with farmers prudent purchasing.
Topeka August 17 The Kansas office of veterans affairs splits the state into fifteen districts with district offices named in Kansas City Wichita Topeka Salina Pittsburg Independence Emporia Junction City Marysville Arkansas City Hutchinson Dodge City Garden City Stockton and Colby Areas include counties such as Wyandotte Leavenworth Douglas Johnson Miami and more Travel field representatives will cover additional cities to assist returning service members in securing services and information.
The OPA will replace red stamps with green stamps in ration book No 4 when red supplies run out. Red stamps are projected to last until November 1, after which green stamps take over unless plans change. Green stamps are expected to cover meats fats oils and cheese for about nine months.
Police report a continuous riot in Buenos Aires injuring 26 people today as clashes with police continue for days. Nationalist Youth Alliance leaders and several men were arrested as crowds were dispersed amid machine gun fire.

New York Aug 17 Nine ships carrying 7 002 troops destined for the Jap war theater will reach the port of embarkation tomorrow. The Marine Panther 2 438 men and the General Taylor 3 212 men head the diverted transports bound for camps in New Jersey. Other vessels listed include Pierre Soule Samuel Johnston James Duncan Cape Lookout Oliver Loving Fairwind and Sarah J Hale with small detachments.
London reports that Justice Robert Jackson and three other powers sent representatives to Nuernberg to inspect and speed mass trial preparations for German war criminals. Sixteen US staffers have joined more than 100 American lawyers translators and interpreters as a van guard for the proceedings with Russian British and French representatives present.
Washington August 17. Top government officials met with President Truman to discuss the future of lend lease. After an hour long conference T. Crowley foreign economic administrator said a decision is impending and that details must come from the President and the conferees.

The Navy lifted the 6,000-ton anti-submarine net that guarded San Francisco Bay since December 1941. Spanning 3.5 miles from California City to the Marina, it hung from 1,200 buoys with hundreds of sunken anchors. The Japanese bomb balloon came close to U S warships when one load landed in a duck pond near Mare Island California Navy Yard. Sheriff John Thornton of Solano county said the balloon was rendered harmless by the water. One of 12 balloons settled in San Francisco Bay Area as 230 balloons fell on the Pacific coast.
