French forces attack, gaining control of Roye and forcing German lines to retreat along the road behind them. The fighting shapes a setback for German positions as Allied troops advance.
Allied forces began a general attack from Chalunnes to the Oise front of about twenty five miles. French gains south of Lassigny near the Oise, with Lassigny Massif almost in French hands. Germans abandon trenches west of Bailly as French advance and near L’Econvill on. Fismette fighting continues with Vesle river actions. Peronne and villages burn as Germans retreat. German request for Austrian aid noted. Allies report Prisoner and gun captures surpassing 70,000 and 1,000 guns since July 18.
London dispatch reports experts expect the evacuation of Roye within a day or two as German retreat would complicate Chaulnes. French forces consolidate south of Roye near Des Loges, holding the town but not yet the woods, while Allied capture count in Picardy reaches 650 with 400 taken by British in the northern drive.
The city commission awarded a $10,250 contract to Thompson Meter Co of Brooklyn for 1000 water meters to replace aging units and shift many users to a metered rate. Deliveries begin in 3 to 4 months, aiming to cover the entire city within three months. Existing meters range up to 30 years old with 1,600 to 1,700 in use, rising to 2,000 to 2,300 after installation.

Washington August 13 The Senate military committee voted to report favorably the administration draft power bill extending ages from 18 to 45 with an amendment by Senator Reed to provide two years of free education for all boys under two after the war. Senator Chamberlain said the bill would be reported Thursday and that if a quorum is present the unanimous consent agreement will be set aside to take up the measure next Monday. An additional Reed amendment allows revoking deferments for industrial reasons when the person ceases to work at the job.
J OugB Perkins was arrested last night on a speeding charge on Massachusetts street. Police say he exceeded the limit and drove on the left side from Breezedale to South Park. Trial set for 8 tomorrow morning. Perkins asserts only tail light aided his night drive and plans to plead not guilty.
The French transport Djemnah, 3,716 tons, was torpedoed in the Mediterranean Sea. The incident is reported as part of naval actions near Paris dated August 13.
Wichita August 13. Federal Food Administrator for Kansas orders lifting of beef ban in eating houses and homes. Households may keep weekly beef to one and a half pounds and continue saving beef. Eating houses may serve beef at any meal. Light cattle due to drought drive sale of cattle under 475 pounds as stock needed for Allies. restrictions had been set to end September 1.
Twenty more recruits are needed to complete a Lawrence infantry and machine gun company for the proposed Fourth National Guard Regiment. Ten men enlisted at the armory last night, bringing Lawrence’s total to 153 enlisted men, not counting commissioning candidates. Lt. Paul A. Dinsmoor leads the drive, with a goal to include Lawrence units in the new regiment this month. A final enlistment push is planned this week at the armory with examinations and oath sworn in for applicants.
Washington Aug 13 Special taxes of 10.00 a year on occupations or professions were added to the war revenue bill by the House Ways and Means committee. A 3,000 yearly receipts threshold affects businesses and 45.00 yearly levy for wholesalers with 200,000 or more. Newspapers and press bodies are exempted from the 10 tax on leased telegraph and telephone wires.
Representatives of American unions led by Samuel Gompers will tour England France and Italy after the London trades union congress meetings September 17 to 19. Gompers leaves Washington for New York then sails with Bowen Fray Wallace Paine among the delegates to confer with locals and inspect labor conditions.
Laymon Underwood was slightly injured when a threshing machine engine crashed through Mud Creek bridge west of Valley Grove schoolhouse pulling the separator. The new bridge suffered heavy damage and Underwood was treated in Lawrence after being cut and bruised. William Robertson kept from falling by grabbing the timbers.
W H Eastman reports his son Otto Eastman has been selected to attend the Medical School at Cornell University Ithaca New York. Otto, a former linotype operator, left for St Louis to report to his draft board and join the Medical Corps. He served four years in the Lawrence Hospital Corps of the First Regiment and trained under Dr Carl Phillips now a Medical Corps Major.
James Madison Fortner filed for divorce from Sarah Fortner in district court after fifteen years of separation. Fortner, a resident of Eudora, accuses his wife of desertion since marriage. Mrs. Fortner resides in Lawrence.
The Lawrence branch of the Salvation Army has opened an employment office at its headquarters on East 8 Street. Captain A. C. Storey urges anyone with old clothes to donate to call him at phone 633.

British gains reported near Roye and across the Somme while French prepare to resume attack after a brief pause. German trenches along the Oise river bed evacuated under French pressure. Des Loges area near Roye captured, Beconvillon taken north of St Claude farm.
A solicitor promoting a so called business directory was branded a fake by the Chamber of Commerce in Lawrence yesterday. The plan involved merchants buying space for directories to be printed in Topeka and later distributed locally. Secretary H B Sparks endorsed the scheme only to justify that the out of town solicitor and foreign firm would profit, warns merchants to ignore any solicitor without the association endorsement.
