Differences Stressed For Pursuit and Sanctuary
Washington officials draw a distinction between a no sanctuary policy and the pursuit doctrine. They say hot pursuit covers combat engagements across borders, but not deliberate strikes on enemy bases.Officials cited Korea and aircraft across the Yalu to explain limits, while warning China risks retaliation if it intervenes in Vietnam. A decision to strike would require high level approval, with no sanctuary for China but measured actions in place.
