April 28 report outlines proposed peace terms. An international tribunal, with one judge from the United States, Britain, France, Italy and Japan, will try Wilhelm II for a supreme offense against morality and treaty sanctity. The German government would surrender accused individuals. trials will follow military law with defense counsel chosen by the accused.
Frank Grover, one of the community’s oldest settlers, died Sunday morning at 4:00 at his home near No. 6 on the farm where he was born sixty years ago. He suffered from stomach cancer and is survived by his aged mother in California, two brothers, and a sister. The funeral today at 10:00 laid him beside his father on the old farm, his father having once been county sheriff and donating land that became South Park in Lawrence.
John Wadley was arraigned in Justice Clark's court and on Saturday pled guilty to a violation of compulsory school law. He received the minimum fine and costs as punishment.
C J Davidson state Victory Loan chairman warns Kansas must not lag on a 215 million bushel wheat crop. Govt guarantee yields 2.15 million dollars bonus, or 2 1/2 percent of the 1000 million loan, with Kansas quota 50 million bonds. East and south readers urged to subscribe now to protect the state’s credit.
Special examinations will be held Saturday for seventh, eighth, and ninth grades in the rural county by order of the superintendent of schools. The tests occur at the Douells county courthouse following Friday sessions.
Oil strikes near Baldwin push Dong- Ing county to three producing wells. The latest find on A. D. Virden property reached 88 feet with 120 feet of goo l oil encountered before shooting. Drillers mined through 30 feet of oil grand while others report traces on Dyer and Moon tracts as eastern firms buy leases around Baldwin.
Two individuals appeared in police court today for traffic violations from last week. William M. Mee was fined five dollars and costs for speeding on Massachusetts street Friday night. F G Alford received a one dollar fine and costs for what police called gay driving at a rural junction Saturday afternoon.
County citizens contributed about 869000 in Liberty loan sales from Saturday noon to night. Total to date around 478000 with many reports still coming in. Lawrence banks led with over 190000 each. street and booth sales slower though sizable totals reported. A house to house canvass is planned to start soon as workers target continued fundraising.
Following the house to house solicitation by Victory Loan workers, local Boy Scouts will conduct a second city tour leaning. Historically Scouts have averaged a total subscription of 60 000 600 per Liberty loan, a record not before applied here. Arrangements with local scout masters are being made, with a special medal offered for each scout who secures ten subscriptions during loaning week.
A Good Roads boosters group in Eudora pressed city commissioners to decide the Eudora to Lawrence road route. Two options: via Fifteenth street past the Memorial High School or via Eleventh street into the city. City will study both, with final choice likely affected by cost and grading for the longer Fifteenth entrance.
Washington April 28 Postmaster General Burleson urges President Wilson to authorize return of telephone and telegraph lines to private owners as Congress may enact necessary legislation. He said restoration could be effected by May 10 if approved.
Two Lawrence men enlisted with the overseas recruiting party camping in Central Park since Wednesday night. Lieutenant Powell could not recall names but confirmed two enlistments and the party departed Saturday for Baldwin with equipment and camp gear bound for Olathe. The Camp Funston group comprises men from the 41st Infantry.
A meeting of all canoe owners is set for Tuesday at 8 p.m. at the city M C A to organize a club. The aim is to take over the lease of the Kaw river landing pier and promote aquatic sports. Dr. Naismith, back from France, endorses the effort as a strong supporter. Mrs James Monroe reports her sister Mrs Mary Fitzpatrick improved after illness in St Marys.
Wallace Snow of Holton and Otto Hopfer of Sylvan Grove faced preliminary hearings on mayhem robbery and assault charges for an incident involving Jose Cajucom a Filipino student at the university. Bound over to the May term at $700 bonds each the case moves to district court with alibi questions and university senate disciplinary inquiries pending.

J. D. Kennard completed a deal transferring ownership of the Skating Rink property at 1000 Massachusetts Street to Ford Agency in Lawrence, with C. W. Smith as new owner. The former venue, used as a skating rink and auditorium, has changed hands for 18500 dollars after years as Sutters & Marshall and later Gleason operations.
Robert Wilson eluded Lawrence police for a time after a June 1918 gambling arrest. He pleaded guilty to the charge and was fined 15 dollars plus costs by police judge C. C. Stewart after being recaptured following his escape and subsequent return to town.
Topeka Kans April 28 Col W D McRowan prepared a list of additional hero medals for fifty Kansans in the 137th Infantry 34th Division to General Pershing after landing in America The list includes Sgt Lee Thogmartin Fort Scott Pvt John W Burns Gypsum City Corp Eugene R Ferguson Minneapolis Sgt John C Gooch Minneapolis Sgt Marshall S Ormond Deerfield Pvt Harold Whaley Hiawatha and many others across Kansas with ranks and hometowns toward possible decoration for bravery.
Two marriage licenses were issued this morning to residents of Lawrence Eudora and Parsons. J H Mitchell of Lawrence and Trace Hervey of Eudora received a license, while William E Thomason of Parsons and Clara Hase of Lawrence also obtained one.
